This brief offers an overview of the security implications and most vulnerable geographic areas as identified during a regional participatory assessment process on Climate Change and Security in Central Asia conducted by the ENVSEC Initiative in partnership with the European Union Instrument for Stability and the Austrian Development Agency from late 2013 to 2016. The participatory assessment was conducted in the framework of the ENVSEC project “Climate Change and Security in Eastern Europe, Central Asia and the Southern Caucasus” with the overall goal to identify and explain how climate change may exacerbate threats to security and to propose effective measures in response.

The Handbook clarifies the purpose of standards, learning results at the end of a particular educational cycle, and the rationale of classification of standards by teaching fields. Teachers are referred to the reading of standards intertwined by knowledge, skills in the area of Language, Literature and Language Culture, as well as by the levels of educational attainment. The highest number of the standards is illustrated with textual tasks, assignments, and questions which enable application of students’ knowledge and demonstration of their cognitive abilities. These guidelines are intended as a reference document for the OSCE Office for Democratic Institutions and Human Rights (ODIHR) to observe and assess the framework for and conduct of public security providers over the course of an election. They may also benefit other organizations engaged in election observation seeking guidance on how to assess these issues. In addition, these guidelines may serve as a reference for the authorities, including those who legislate on electoral security and for public security providers in the context of an election.
