In the context of Ukraine's ratification of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as well as the Optional Protocols, this commentary analyses the obligations of the national legislation of Ukraine. The commentary explores the relevance of the UN Convention in relation to the work of Ukrainian law enforcement agencies, and the Criminal Code of Ukraine. The publication is intended for judges, law-enforcement officers, employees of the penitentiary system, legal students and teachers in higher education. The Handbook consolidates key aspects of social detention facilities monitoring in the framework of the national preventive mechanism (NPM) in Ukraine. It describes specific features of private social care institutions, psychiatric hospitals, orphanages and geriatric boarding centres of social and psychological rehabilitation for children. The Handbook provides recommendations on how to conduct interviews with different groups of clients, describes the types of documents that shall be examined, and outlines with with principles a monitor must comply. A Focus on First Identification and Reception Facilities Refugees and Migrants in the OSCE Region. Drawing upon almost two years of fact-finding field missions and ad-hoc expert research at grass-roots level in European countries most impacted by the present situation, this report focuses on the challenges and opportunities of the full spectrum of anti-trafficking responses at first identification and reception facilities for migrants and refugees in the OSCE region.

The Implementation Plan for the Strategic Framework for Adaptation to Climate Change in the Dniester River Basin outlines mechanisms for cooperation among relevant agencies, organizations and other stakeholders in Moldova and Ukraine with the support of the international community. It also suggests possible mechanisms for attraction of funding for the practical implementation of the proposed measures. The Implementation Plan is the result of joint efforts by international experts and organizations – the Organization for Security and Co-operation in Europe (OSCE) and the United Nations Economic Commission for Europe (UNECE) – and many experts and organizations from Moldova and Ukraine. This publication was prepared under the Environment and Security Initiative (ENVSEC) with financial support from the Austrian Development Cooperation and the European Union Instrument for Stability.

The first Youth Strategy of the Municipality of Kichevo 2017-2022 was developed by the Kichevo Youth Council with the support of the OSCE Mission to Skopje. The strategy, which was unanimously adopted by the Kichevo Municipal Council on 23 November 2016, is an advocacy document that aims to establish the strategic commitment of the Municipality of Kichevo and the municipality’s Youth Council to work on the promotion of youth issues.

This document is an overview of the application of national legislation in the area of countering hate speech. The study reflects general trends and focuses on the most prominent signs of hate speech. The document provides description of specific lawsuits related to manifestations of hate speech, examples of evaluations on controversial journalistic materials by media self-regulatory organizations and provides recommendations on effective response to instances of hate speech at the legislative level. The study was carried out within the Project "Supporting Conflict-Sensitive Journalism in Ukraine", implemented by the OSCE Project Co-ordinator in Ukraine. In order to further promote the use of mediation as an alternative way for resolution of disputes, the Mission in cooperation with the Mediation Centre developed a promotional brochure on mediation in family disputes. Not available in English.

To support the RYCO initiative in Montenegro the OSCE Mission to Montenegro, in co-operation with the Local RYCO Branch Office, NGO Forum MNE and the Directorate for Youth has created a programme aiming at informing potential RYCO applicants about the RYCO programme and its opportunities.
