This publication is an instrumental guide into radioactive materials, procedures of their identification and security measures. It is aimed at environmental inspectors, customs personnel, border guards. Its small format will allow the officials to have it at hand while performing load checks at the border crossings. It is not available in English.

This publication is a useful reference source for environmental inspectors and border guards, as it provides a selection of legal acts, instructions on the procedures that are needed to monitor radiation in trans-border cargos. It also contains samples of documents to be filled by inspectors and recommendations on personnel security measures. Available in Ukrainian only.

This paper provides a model for monitoring and evaluating of electronic services recommended to be used for assessment of the progress in e-Government development of Azerbaijan. Our proposal is based on data gathered in the Fact Finding Mission which took place in Baku on 12- to 14 November, and on international evaluation experience.

The authors concentrated their attention on issues of compliance with the right to practice religion in Kyrgyzstan. Materials in the paper disclose relationships established between religious organizations and governmental institutions and issues of interfaith relations; there is also a brief overview of the history of religion in the territory of Kyrgyzstan. The publication is directed to a wide range of professionals, human rights and religious organizations.

These guidelines detail the components of a legal framework governing elections and the relevant standards for democratic elections. They are intended to contribute to uniformity, reliability, consistency and accuracy in the review and preparation of electoral legislation. Therefore these guidelines can provide guidance to both reviewers of electoral legislation and to national authorities when they draft or amend election-related documents.

This handbook is designed to provide basic guidance on how to observe the use of new voting technologies (NVT) in electoral processes. Several OSCE participating States have implemented or tested NVT during their elections, making use of electronic voting machines, ballot scanners, Internet voting or other electronic means. This handbook is designed to assist election observers in identifying and assessing the various elements of NVT that may impact the conduct of democratic elections.
