The handbook’s purpose is to help prospective and acting judges in enhancing their legal opinion writing skills. It focuses on practical issues, includes exercises and provides examples of real court decisions, numerous recommendations based on the experience of foreign countries, European in particular. Trainers and teachers can find it instrumental in developing and conducting training sessions on court decision writing. This handbook is not available in English.

These handout materials were produced for distribution at the series of seminars for judges of Ukrainian administrative courts on application of practice of European Court of Human Rights in national justice. The events were organized by the OSCE Project Co-ordinator in Ukraine, EU Twinning Project “Improving efficiency and quality of management of administrative justice of Ukraine”, High Administrative Court of Ukraine and Natuional School of Judges. The Annual Report provides an overview of the police-related programmes and projects, implemented by the thematic units in the Secretariat, the field operations and ODIHR during 2011. The topics that continued to dominate OSCE’s policing agenda were the fight against transnational threats, including those, emanating from organized crime and terrorism, and the promotion of the principles of democratic policing.
