ODIHR's annual report provides an overview of the Office's primary activities in the areas of elections, democratization, human rights, tolerance and non-discrimination, and Roma and Sinti issues.

The report assesses efforts made by Kosovo institutions to implement specific standards of the Council of Europe's Framework Convention for the Protection of National Minorities from January 2008 to June 2009 in relevant thematic areas.

The manual, prepared jointly by the legal environmental experts and the OSCE, is meant to support the understanding of the recently passed set of environmental laws and familiarize newly elected judges with best practices in the field.

The third Occasional Paper focuses on the second largest employment sector of the OSCE region. It is a thorough analysis of the current challenges within the agricultural sector, aiming to assist to identify the structural issues and deficits of this sector that cause or exacerbates a worker's vulnerability. This is the first paper of its kind to address human trafficking for labour exploitation in the agricultural sector throughout the OSCE region. It sheds light on a sector in which workers are commonly exploited, but are often out of sight.

This publication can serve as a valuable reference document for officials of governments and for concerned staff of stakeholder organizations throughout the OSCE regions to strengthen migration governance. It contains contextual background information, a review of OSCE commitments on international migration, and data on indicators measuring implementation of commitments, and it features numerous examples of concrete useful practices and specific measures. It offers conclusions and a number of suggestions on policy measures and specific follow-up activity.

This guide is a practical document created in response to the need expressed by directors of primary and secondary schools to receive the financial knowledge and skills necessary to help schools provide a quality education for all children. The guide was developed in collaboration with representatives of education ministries and directors of primary and secondary schools. It is intended to become an effective tool for school directors, particularly those just starting their work, to better understand the key financial principles for the daily functioning of the school.
