This Handbook for Protocol Officers serves to raise awareness and inform the relevant authorities about how to prevent trafficking in human beings for domestic servitude in diplomatic households, how to detect abuses and how to react to exploitative situations while protecting the rights of the domestic worker. This handbook will increase knowledge about strategies and policies to discourage non-compliance in the employment of private domestic workers in diplomatic households. It will also provide examples of national practices which have proven effective towards those ends.

Hate Crime Data Collection and Monitoring: A Practical Guide was written in co-operation with national experts, partner international organizations and Non-Governmental Organizations with responsibility for monitoring hate crimes at the national and international levels. It sets out 'Ten Practical Steps' that need to be taken to improve recording systems, to understand the extent of under-reporting and to encourage victims to report hate crimes. It aims to contribute to efforts to fill data gaps and gain a better understanding of the prevalence and impact of hate crime across the OSCE region.
