This publication has been developed by the Technical Working Group on Self-Regulation and supported by the OSCE Mission to Montenegro. In order to help solve the challenge of responsible reporting on hate speech, the Manual offers answers to the questions 1) how to detect hate speech in public space and 2) in what way- which method- to report on hate speech, while respecting the high standards of investigative and professional journalism in the public interest. The publication is available only in Montenegrin.

For the first time, this report provides public insight into the gender structure of real estate ownership in Montenegro based on administrative data. It represents an important contribution to mapping the real property gap between women and men in Montenegro. The survey included 404,145 units- individual residential and commercial buildings in Montenegro. Not available in English.

The OSCE Mission to Montenegro supported the development of the RTCG Digital Transformation Strategy 2023-2027, by engaging an external consultant Dragana Janinović. Radio and Television of Montenegro has successfully performed the role of the public service media of Montenegro for several decades, changing and evolving together with society. New ways of information exchange, technology, transfer and use of data, open up a completely new sphere of possibilities. The need for digital transformation of the Public Service is unquestionable and should be seen as an opportunity to redefine its role and the way it serves the citizens of Montenegro.

The OSCE Mission to Montenegro supported the development of the RTCG Development Strategy 2023-2027, by engaging an external consultant, Professor Mirjana Nikolić. The Strategy’s primary goal is to articulate the future growth of the public media service’s top niche programme production and technology requirements with the aim of promoting and safeguarding the public interest, democratic and European values, professional and ethical norms.

This research was conducted to determine how Montenegrin citizens perceive the transparency and openness of the State Prosecution Service, with a focus on the implementation of the Communication Strategy and action plans. In addition, the research included topics related to citizens’ perception of trust in the work of the State Prosecution Service in Montenegro, especially the Special State Prosecution Office, as well as the visibility and availability of information to all interested public about the work of the judicial institutions.

In order to provide support to the Agency for Electronic Media of Montenegro (AEM), the OSCE Mission to Montenegro commissioned and the DeFacto agency conducted a quantitative survey. The aim of the research is to examine media literacy among parents and children in Montenegro, how they choose media content and, in general, habits related to the adoption of information obtained from different sources.

This research represents a continuation of the OSCE Mission to Montenegro activities on the support program for the further improvement and efficiency of the overall capacities of the Ministry of Internal Affairs and the Police Directorate, which should be developed into a professional, democratic, responsible and efficient service in which the society has full confidence. Similar public opinion surveys on the perception of the police, integrity and professionalism of police officers were conducted in 2019, 2020 and 2021.

The second RTCG Brand Strength Research was conducted by the Public Opinion Research Agency DAMAR PLUS in November 2022. Same as in the first research, the primary goal of the second nationwide comprehensive research was to obtain relevant information about the public awareness of the RTCG brand and perceptions of its program.
Survey on attitudes and perceptions of psychological violence against women and girls in family and intimate partner relationships

This public opinion survey on perception of psychological violence in Montenegro was commissioned by the OSCE Mission to Montenegro for the NGO Women’s Safe House and conducted by the DeFacto Agency from May to July 2022 on a representative sample of 1,008 respondents over the age of 18. Although this is not a traditional victimological research in terms of its scope, it has provided us with very important and interesting findings, not only about how psychological violence is perceived by Montenegrin citizens, but also about its prevalence, and it can therefore complement the official statistics that does not disaggregate data per type of violence.
